At a time when despair echoes loudly across camps, communities, and forgotten enclaves where millions of displaced Nigerians cling to survival, leadership becomes more than a title, it becomes a lifeline. It takes a rare breed of public servant to step into such a landscape of uncertainty and transform it into a canvas of possibility.
However, in the National Commission for Refugees, Migrants, and Internally Displaced Persons (NCFRMI), that lifeline has found a steady, and determined hand in Dr. Aliyu Tijani Ahmed.
Every public institution requires a leadership strong enough to interpret its mandate and bold enough to pursue it. This truth becomes even more compelling when the institution is saddled with the survival, dignity, and future of the most vulnerable citizens—refugees, asylum seekers, returnees, stateless persons, migrants, and internally displaced people fleeing conflict, disaster, or environmental shocks.
Established in 1989, NCFRMI stands as one of Nigeria’s most sensitive humanitarian institutions. It demands clarity, courage, and compassion from its chief steward. These qualities converged perfectly when President Bola Ahmed Tinubu, in September 2023, appointed Dr. Aliyu Tijani Ahmed as the Federal Commissioner/Chief Executive Officer of the Commission. Stakeholders across board welcomed the appointment, describing it as a round peg finally fitting its rightful round hole.
Dr. Ahmed’s public service journey is both extensive and exemplary. He has served as Administrative Officer at the Federal Polytechnic Nasarawa; Admission Officer at Nasarawa State University, Keffi; Secretary and later Chairman of Nasarawa Local Government Council; Commissioner for Local Government and Chieftaincy Affairs; Secretary to the Government of Nasarawa State; and Commissioner for Education—his last role before joining NCFRMI. In every position, he demonstrated rare administrative finesse, institutional discipline, and an unwavering commitment to public good.
His cumulative experience forms an unbroken chain of excellence. With Bachelor’s and Master’s degrees in Sociology, Hon. Ahmed embodies the blend of academic grounding and human-centred insight essential for navigating Nigeria’s complex humanitarian terrain. His compassion, integrity, and keen governance sense distinguish him as a leader capable of uniting people and shaping lasting development.
The strategic demands of the NCFRMI portfolio call for innovation, foresight, and resilience, all traits Hon. Ahmed brings to the table. His exposure to international humanitarian and migration systems, especially through engagements with European partners and global stakeholders, further positions him to drive world-class reforms at home.
Since he assumed office, the Commission has witnessed unprecedented momentum. NCFRMI is no longer a passive relief-providing entity; it is evolving into a centre of innovation and resilience. Under his stewardship, the Commission has championed durable solutions for displaced persons far beyond the traditional distribution of food and shelter.
The groundbreaking resettlement cities in Kano, Nasarawa, Borno, and Zamfara stand as monumental testaments to his vision. These cities integrate housing, healthcare, education, vocational hubs, and marketplaces—restoring dignity and rebuilding the socioeconomic foundations of displaced families.
His Renewed Hope Agricultural Empowerment Project has reconnected displaced populations to food production, reducing dependency, tackling hunger, and contributing to national food security. Through the partnership with NITDA, he has also pushed digital inclusion to the forefront by establishing ICT programmes and tech hubs that prepare displaced persons for opportunities in the digital economy.
Hon. Ahmed’s leadership has equally strengthened accountability within the humanitarian space. By exposing irregularities in relief distribution and instituting strict reforms, he has restored confidence in NCFRMI’s operations and ensured that assistance reaches those who need it most.
Internationally, he has repositioned Nigeria as a leading voice in migration governance. His robust submissions during the Rabat Process Senior Officials’ Meeting in Portugal in January 2025 highlighted Nigeria’s readiness to shape Africa’s migration future through data-driven reforms, climate-resilient strategies, and enhanced human rights protections.
His humanitarian commitment has not gone unnoticed. The Emir of Lafia honoured him with the revered title “Dan Amincin Lafia Bare-Bari,” a recognition of his enduring service to his people and the nation.
Today, Hon. Aliyu Tijani Ahmed stands as a symbol of renewed hope for more than six million displaced Nigerians. He has transformed NCFRMI into a credible, compassionate, and innovative institution, earning admiration from local communities and global partners alike.
Through a career built on integrity, impact, and service, Dr. Ahmed has etched his name firmly in the annals of public leadership—his legacy already shaping lives, restoring dignity, and rewriting the story of humanitarian governance in Nigeria.
Notwithstanding, in a nation where humanitarian emergencies continue to test the resilience of institutions and the patience of vulnerable citizens, the leadership of Hon. Aliyu Tijani Ahmed stands out as a reassurance that governance, when placed in the right hands, can still be humane, visionary, and effective. His presence at NCFRMI has rekindled hope where despair once prevailed, restored dignity where it had been eroded, and strengthened systems long yearning for reform.
In Dr. Aliyu Tijani Ahmed, Nigeria has found a public servant whose work transcends the office he occupies, one whose legacy will endure in the lives rebuilt, hopes restored, and futures reclaimed. His journey is far from over, but the path he has charted already illuminates a better direction for humanitarian governance in Nigeria.
