The Head of the Civil Service of the Federation, Mr Olumuyiwa Enitan Abel, has inaugurated a nine-member committee to oversee the pilot implementation of the Renewed Hope Mass Transit Bus Scheme for Federal Civil Servants.
The initiative is designed to reduce the transportation burden on federal workers by providing affordable and accessible mass transit services, beginning with 10 electric buses on selected routes before the full deployment of 100 buses.
Abel inaugurated the committee on Wednesday, September 9, 2026, and charged its members to ensure a transparent, efficient and timely implementation of the pilot phase.
He commended President Bola Ahmed Tinubu for approving the provision of the electric buses, describing the initiative as part of the Federal Government’s efforts to reduce workers’ transportation costs and improve their welfare and productivity.
The HCSF urged the committee to avoid unnecessary bureaucratic delays and approach the assignment with urgency, innovation and accountability.
He also commended the Director-General of the National Automotive Design and Development Council, Otunba Oluwemimo Osanipin, and his management team for their collaboration on the initiative.
According to him, the pilot phase would provide practical experience for improving the scheme before the remaining buses are deployed across the Federal Public Service.
The committee is expected to develop an implementation framework, identify suitable routes and establish a transparent system for enrolment and payment.
It will also recommend affordable fares and put measures in place to ensure the safety, security and accessibility of the buses, including for persons living with disabilities.
The committee is chaired by the Permanent Secretary, Service Welfare Office, Dr Abdul Sule Garba, while Mr Nura Umar, representing NADDC, serves as co-chairman.
Other members are the Director, Infrastructure Management Department, Arc. Joy Baderin; Deputy Director, EIR, Mr Emmanuel Agodi; representative of the Joint Negotiating Public Service Negotiating Council, Mr Gbenga Olowoyo; Mrs Joke Onireti of NADDC; Mr Bright Idehenre of the Renewed Hope Infrastructure Development Fund; and Mrs Bimbo Ayere of NADDC.
Mrs Chinyere Nwosu, Chief Administrative Officer, EIR, serves as the committee’s secretary.
Responding on behalf of the committee, Garba thanked the HCSF for the confidence reposed in its members and pledged to work with relevant stakeholders to deliver an efficient, safe, transparent and sustainable transportation system for federal civil servants.
The electric buses were launched and commissioned on August 26, 2026, under the Renewed Hope Transit Programme.
The 10-bus pilot is expected to provide the operational experience needed to determine the most suitable routes, fare structure and management arrangements ahead of the wider deployment of the 100 buses across the Federal Public Service.
